Open Enrollment for 2027

Open enrollment for 2027 Port-sponsored plans runs from November 2, 2026 to November 20, 2026.

On the 2024 Benefits Survey, employees said they highly valued sustainability in annual healthcare premiums. With the overall increase in healthcare costs climbing in our region, this can be a challenge, but the Port has made subtle plan changes to keep the employee premium share increase low while maintaining a plan that meets our diverse employee needs.

Action Required

Most current, regular Port employees, including represented employees not covered by Port-sponsored healthcare plans who would like to elect a:

  • 2027 Healthcare Flexible Spending Account (FSA)
  • 2027 Dependent Care FSA
  • 2027 Health Savings Account (HDHP members only)

Must enroll through PeopleSoft HCM by November 20, 2026. If you take no action, you will not have an FSA or HSA in 2027. The IRS requires a new election for these benefits every year.

Employees covered by Port-sponsored medical, dental, and/or vision plans who would like to:

  • change plans
  • change coverage levels
  • add/remove eligible family members

Must enroll through PeopleSoft HCM by November 20, 2026. If you take no action, you will remain in the same plan with the same family members covered in 2027 as you had this year.

What's new for 2027

New FSA, HSA, and WRA Benefits Account Provider – TASC

TASC logoBeginning in 2027, TASC will become the Benefits Account Provider for the Port of Seattle’s Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Total Wellbeing (WRA) accounts.

For 2026 Inspira accounts, transition changes might vary depending on the type of account.

For 2026 HSA accounts:
  • If you have a balance over $5 you will receive a direct email from the Port of Seattle Total Rewards Team to opt into a one-time employer bulk transfer.  This will need to be completed by December 11, 2026.
  • If you DO opt in to the one-time employer bulk transfer, your 2026 HSA funds will NOT be available during the blackout period: February 23, 2027 to March 30, 2027, while they settle and process any outstanding transactions and transfer your funds.
    • You will also receive an email from TASC (or a mailed letter if no email is on file) to complete TASC Identity Verification (PDF).
    • You must successfully complete TASC Identity Verification to have your 2026 HSA funds from Inspira transferred to TASC in 2027.
    • Your 2026 HSA funds will be available again after the blackout period. The scheduled target transfer date to TASC is March 30, 2027.
    • Important:
      • Inspira debit cards will be deactivated during the blackout period and there will be no access to those funds. Disclaimer: Any recurring payments need to be adjusted to your 2027 HSA account, or other payment options if you will not have a 2027 HSA account and can be reimbursed once your funds are transferred over to TASC.
    • Your 2027 HSA payroll deductions will be available through TASC after the first 2027 payroll cycle (January 15, 2027), once funds are deposited.
  • If you DO NOT opt into the one-time employer bulk transfer, your 2026 HSA funds will remain with Inspira. The account will convert to a retail account, and you will be responsible for the administrative fees moving forward in 2027 and beyond.
    • If you choose to transfer funds at a later date or outside of the one-time employer bulk transfer, you will be responsible for working with Inspira to pay the $25 transfer fee and liquidating your funds.
For 2026 FSA accounts:
  • Healthcare FSA and Limited-Purpose FSA: Your 2026 funds will remain with the current vendor (Inspira) through March 31, 2027, to account for the runout period. After March 31, 2027, any unused funds less than $45 or more than $680 will be forfeited as standard. Any unused funds between $45 to $680 will be sent to TASC in the month of April 2027 as your 2026 rollover amount.
  • Dependent Care FSA: Your 2026 funds will remain with the current vendor (Inspira) through March 31, 2027, to account for the runout period. After March 31, 2027, all unused funds will be forfeited as standard.
  • Your Inspira debit card will remain active for eligible 2026 FSA expenses through December 31, 2026.
  • Beginning January 1, 2027 through March 31, 2027 any additional 2026 FSA expenses must be submitted for reimbursement via fax, mail, or online submission.
  • Runout Period: An extended period of time from January 1, 2027, to March 31, 2027, when individuals can submit claims for the 2026 plan year.

After January 16, 2027, all unused funds will be forfeited as standard. Your 2027 WRA account will be managed, and reimbursements will be made, through TASC.
